Event Permits
Parade Permits
Any parade, demonstration, walk, run, bicycle event, march, ceremony, show, exhibition, pageant, or procession of any kind, or any similar display, in or upon any street, park, or other public place in the city will require a parade permit. Parade permits are filed with the Chief of Police not less than 5 days prior to the event.
Required Documents
- Certificate of Insurance (naming the City of Castle Hills on the COI)
- Event Layout Map
- Event Brochure or Flyer
- Lease/Use Agreements for private property (staging areas, event parking, after event activities)
The event may also require other permits/licenses such as noise permits and temporary food licenses.

Other Gatherings
Special events sponsored by school, church, non-profit organizations or governmental entities such as fairs, festivals, haunted houses, pumpkin patches, horseshoe and washer tournaments, chili cook-offs, carnivals, and concerts held on the hosting organizations property are allowed without an event permit. Temporary food licenses, noise permits, other permits or licenses may be required.
Other special events including but not limited to fairs, festivals, haunted houses, chili cook-offs, run/walks, carnivals, concerts, block parties and other events or functions that could interfere with traffic and flow of emergency response personnel and units will be with the approval of the city manager and the chief of police and may require an event permit. There shall be paid at the time of filing the application for a special event permit a fee in the amount provided in the city fee schedule.
Farmer's Markets
Farmer's markets are authorized to be held in the city limits of Castle Hills in zoning districts allowing retail sales or on church, school or other nonprofit properties upon meeting the following requirements:
- The operator must provide to the city a lease or user agreement signed by both the operator of the farmer's market and the property owner
- Certificate of Insurance for the Farmer's Market
- The operator must provide a site plan detailing the exact location of the set-up for the booths, trucks, or trailers, demonstrate that adequate parking is available for both producers and customers, show that adequate ingress and egress is available for the event, and ensure that fire lanes will remain unobstructed during the Farmer's Market
- Producers must obtain from the city individual food licenses and farmer's market non-food vendor permits
- Noise permits must be obtained from the city if amplified sound is used at the farmer's market
Car Shows
Car shows are authorized to be held in the city limits of Castle Hills in zoning districts allowing retail sales or on church, school or other nonprofit properties upon meeting the following requirements:
- The operator must provide to the city a lease or user agreement signed by both the operator of the show and the property owner
- Certificate of Insurance for the car show
- The operator must provide a site plan detailing the exact location of the set-up for the vehicles, booths, trucks, or trailers, demonstrate that adequate parking is available for both show vehicles and guests, show that adequate ingress and egress is available for the event, and ensure that fire lanes will remain unobstructed during the event
Christmas Tree Sales
Christmas tree sales shall be allowed with the following conditions:
- Christmas tree sales are permissible from November 15th through December 25th
- The tree vendor must provide to the city a lease or user agreement signed by both the operator of the tree sales and the property owner
- All tree sales must be conducted in a zoning district allowing retail sales or on the property of the church, school or other nonprofit organization which is conducting the sale as a fund raiser for their organization
At the time of filing an application for a Christmas tree sales license, a Christmas tree sales permit fee shall be paid in the amount provided in the City Fee Schedule/Other Fees.
Business Tent Sales
Businesses wanting to hold one or two day tent sales on their business premises may apply for a Special Event Permit Application. A site plan and authorization from the property owner or management company maybe required.
