City Manager's Office

The office of the City Manager, is responsible for the day-to-day operations of the City, all department activities and functions, its 75 employees and a multi-million dollar budget.  Directly accountable to the Mayor and the City Council, this office resides as an ex-officio member of all boards and committees.

Meet our City Manager

Dr.Michael T. Steele, M.P.A.

Dr. Michael Steele and his wife, Conny, discovered the San Antonio area quite by accident. While living in Michigan, they were watching the Alamo Bowl when a special came on about Central Texas. They were so impressed by what they saw that they planned a trip to the area, rented a car, and went exploring from San Antonio to Austin. Based on this driving adventure, they knew that they had found their future home. Based on this incident, Mike has tried several times to convince his wife that they should indeed watch more college football- so far to no avail, unfortunately.

Dr. Steele comes to us from the City of Burnet, Texas, where he served as City Manager for six years. He started in the management profession in September of 1995 in Sparks, Nevada, as the Senior Administrative Analyst and Emergency Management Coordinator. From there, he became the City Manager in Croswell, Michigan. Before becoming a city manager, Mike was a dentist for 17 years in Fountain Valley and South Lake Tahoe, California; a high-altitude, underwater salvage diver for one year at Lake Tahoe, Nevada; and, a fire fighter posted to a truck (rescue) company in Sparks, Nevada. Mike has Doctorate in Dental Surgery, a Masters degree in Public Administration, a Bachelor degree in History, and an Associate of Science degree in Fire Science and Technology.

Mike and Conny, a Marriage and Family Therapist, have been married for 21 years. Conny has worked in Child Protective Services in two states and is currently the Program Director for a domestic violence shelter.

Both Mike and Conny are avid animal lovers. They have been rescuing Dalmatians for 23 years and have established a rescue foundation. They currently have four rescued and deaf Dalmatians, which is like having 6 children. His hobbies are weight lifting, running, and traveling. Both he and his wife are active in service and professional organizations.

Code Compliance Issues

Have a concern about your neighborhood?  Code compliance duties are handled by Rita Hoyl, in the administrative office. We encourage you to contact Rita if you have a concern in your neighborhood, i.e., tall grass, weeds, boats and RV’s in the driveway, barking dogs, etc.

Did you Know?

  • House numbers are required to be placed at the front and rear property so that the numbers are visible from the street and/or alleyway
  • Parking is only allowed on paved surfaces (not grass or dirt).
  • You can only set out the equivalent of three (3) 30-gallon trash cans per week for brush pickup.
  • Trees overhanging into the City right-of-way must have a 12’ clearance from the street or sidewalk
  • Permits are required for tree trimming
  • Dogs and cats are required to be registered with the city.
  • Leash law applies to both cats and dogs
  • It is illegal to drain your pool into the street or alley way
  • Overnight parking, between 2 a.m. – 5 a.m. is not allowed.
  • Property owners’ responsibility to keep drainage easements clean and free of trash,, brush, cut grass, etc. at all times.
  • Tenants and/or property owners are responsible for removing weeds, grass, or other vegetation growing to the center line of an alley.
  •  You must have a permit to conduct a garage sale.
  • Recreational vehicles, boats or trailers are not allowed to be parked in the front yard?
